Long and Solid History

Luis F. Quevedo, president of Complete Quality Roofing, Co. (DBA: Revildor), is a licensed roofing contractor in Florida with over 20 years of experience in the construction industry. He has held multiple roles, including State-certified home inspector, Independent Insurance adjuster, having conducted over 2,500 commercial and residential inspections throughout Florida. Alongside his wife, Diana Bolivar, he successfully ran a business assisting clients with insurance claims after the hurricanes of 2004 and 2005.



Before founding Revildor, Luis worked at the Orange County Property Appraiser’s Office as an Exemptions Compliance Investigator and later as a residential and commercial field appraiser. He is actively involved in his community and serves on the board of directors for The Florida Roofing and Sheet Metal Contractors Association (FRSA). The FRSA promotes high ethical standards and informs the public about the importance of working with competent, ethical firms. Luis prides himself on transparency and high ethical standards, educating consumers on best roofing practices and advocating for customers every step of the way. He treats each roof, home, and client as if they were his own family.

Diana Bolivar, vice president of Revildor, oversees all aspects of the business, including operations, marketing, and business development. She enjoys working alongside her husband, Luis. One of her most fulfilling roles is helping consumers understand the construction industry in Florida, providing buyer-beware tips, and assisting customers in making important decisions about their homes. Diana is deeply engaged in her community, being a graduate of Leadership Florida, Leadership Seminole, and Leadership Orlando. She serves on several boards and committees in Central Florida.

Our extensive certifications and training include All lines independent insurance adjuster, wind mitigation certification, Xactimate Estimate Software, Certified Florida Home Inspector, Certified Florida Evaluator (CFE), and numerous appraisal and assessment courses through the International Association of Assessing Officers (IAAO).
